Orders Are Stuck Due to the NE Returning "Ping failed" or "Socket is not connected" Message (Doc ID 2379945.1)

Symptoms

Orders that should be dispatched to NE '<NE_NAME>' were not able to complete due to the errors when the cartridge was trying to ping the NE. Typically there are 2 errors reported:

1) >> 145609.890:Connection handler <ASAP_HOST_NAME>-41422:LOW :com.metasolv.cartridge.oss.nagra_cas_2_7_6.prov.Connection:
<NE_NAME>: Connection:nagraPing JMS response = Ping failed
>> 145609.890:Connection handler <ASAP_HOST_NAME>-41422:SANE:com.metasolv.cartridge.oss.nagra_cas_2_7_6.prov.Connection:
<NE_NAME>: Connection:Exception:com.mslv.activation.jinterpreter.ConnectionException: nagraPing -> Ping failed
