Sieve Redirect To Local Part Starting With '+' Ends Up Stuck In l (el) Channel

Symptoms
This problem is noticed when using MS 8.0.2.2.20180130 64bit (built Jan 30 2018).
Sieve redirect to local part starting with + ends up stuck in the l (el) channel instead of being rejected.
A couple of messages were seen in the l channel queue.
Nothing in the configuration is setup to go to the l channel. The l channel should only be used during alias expansion; not actually have messages enqueued to it.
This issue occurs when a user has a sieve like the following:
But, something about this happening in the <uid>'s sieve causes it to be accepted instead.
