On : 2.4.0.3.0 version, BI - Billing

ACTUAL BEHAVIOR
---------------
Error is being encountered when calculating for Recommended Budget on an Account that has its Meter Configuration changed.

Reproduce Steps
---------------
Create an Account with an SA Type that uses a Meter.
Change the Meter Configuration of the Meter. The UOM or TOU in the Configuration must differ.
Click on Recommend Budget in the Account - Budget.
