Unable To Create Purchase Requisitions From A Blanket Contract

We tried creating purchase requisitions from blanket contract by following these steps:
When we click “Create a Purchase Requisition” nothing happens.
The issue can be reproduced at will with the following steps:
Step 1. Go to Menu > Purchasing > Blanket Contract > Search. The Blanket Contract Query portal displays.
Step 2. In the Blanket Contract Header Search section, click the Search By drop-down menu and select the appropriate search criteria.
Step 3. In the Blanket Contract Information section, enter the correct search criteria.
Step 4. Click Search. The blanket contracts display below.
Step 5. From the Results below select the correct blanket contracts. The Blanket Contract Portal will display the selected Blanket Contract Record.
Step 6. In the Main Zone under Additional Processes section select Create a Purchase Requisition. A Blanket Contract Lines Pick List window displays.
