Unable to Start Multiple IFW Processes Without Delay (Doc ID 2383573.1)

On all versions of Oracle Communications Billing and Revenue Management (BRM), when attempting to start multiple pipeline processes (ifw) in quick succession, all but the first instance will fail to start for a period of time with the following error:

Too many failed attempts at starting event handler daemon.
Error: Could not start event handler, cannot proceed.

After a period of time (~30s), it is possible to start the next ifw process, but again any further ifw instances will fail for a period of time.

It is possible to start the next ifw instance when the previous one has logged the following:

Stopping the EVT handler since there is no registry entry for EVT...

Due to this, starting 10 ifw processes will take over 5 minutes.
