How To Delete Cases That Have Reports Submitted To Japan

Attempting to delete cases which have reports submitted to Japan results in the following error:

Reports have been submitted to a Japanese authority, please create an action item for a Japanese user to delete this case

 This poses a problem as there are no active Japanese users.  How can these cases be deleted?
