Agile Managed Server Runs in Independence Mode instead of Cluster Member (Doc ID 2386465.1)

Symptoms

On : 9.3.6.0 version, Application Server

When start the Managed Server which is not on the same machine of Admin Server, it runs in independence mode and no Agile Application is deployed.  Server log shows error:

STEPS

The issue can be reproduced at will with the following steps:
1. Install Agile 9.3.6 on Admin server
2. Install Agile 9.3.6 on Managed server
3. Start Admin Server
4. Start Managed server
