NoClassDefFoundError raised on Workflow Event Activation algorithm

While using the CC&B Job Stream on triggering one uses a workflow event activation algorithm in the form of a plug-in script to send an outbound message to BI Publisher.
This was working fine in CC&B 2.6 but after upgrading to SP1 the following error is occuring:
