On Hand Supply in Sourcing Rank 2 Organization not being used while Forecast is supplied by planned order from Rank 1

Problem Summary
On Hand Supply not being pegged with forecast

Problem Description

Distribution Planning:

Assembly-Item-1 has a Forecast of 1 Unit for 21-DEC-2018 in Organization INST:ORGA,

the company has an on hand supply of 3 units in organization INST:ORGB.

And the supply allocated for the Forecast is Planned Order (#1234567890) from INST:ORGC

while the on hand supply in ORG-B is not used.

Pegging in Workbench

INST:ORGA - Forecast: 21-DEC-2018 - Qty: 1

The Assignment Set for the Item Assembly-Item-1 and Sourcing Rule TRANSFER_ORGA for INST:ORGA is assigned correctly.

Need to know reason why the onhand supply in INST:ORGB is not being pegged normally with demand for ALL the demands like this case with Assembly-Item-1.

EXPECTED BEHAVIOR

The expected results are the use of the Sourcing Rank 2 on hand supply in INST:ORGB, not a planned inbound shipment from INST:ORGC to INST:ORGA.

Expect Onhand from Sourcing Rank 2 Org INST:ORGB be available for use, instead of generating Planned Inbound Shipment (early build) in Rank 1 Source Org INST:ORGC

STEPS

The issue can be reproduced at will with the following steps:

1. Create Sourcing

Org INST:ORGA

Rank 1 100% Transfer from INST:ORGC

Rank 2 100% Transfer from INST:ORGB

2. Have on-hand in Org INST:ORGB and no onhand in INST:ORGA or INST:ORGC

3. Create Forecast Demand in INST:ORGA

3. Run the DRP

4. Review the output

5. Find Planned Inbound Shipment from INST:ORGC pegged to INST:ORGA Forecast instead of Onhand in INST:ORGB

BUSINESS IMPACT

The issue has the following business impact:

Due to this issue, DRP is not using up Onhand in Rank 2 organization before creating Planned Orders and Planned Inbound Shipments from Rank 1. Plan needs to use up the onhand from alternate source organization before creating new planned orders..
