Charge is Applied Even After the Product Purchase End Date is Passed

ACTUAL BEHAVIOR
In case of products with end date set, the charge is still applied during the open billing even after the product purchase end date is passed.
The issue can be reproduced at will with the following steps:
11) Create account on OCT 6 2017 with single product with DOM7 and product expiring on NOV 7.
2) Billed the account on OCT 8 2017 (delayed billing of 1 day), charge generated -10 $.
3) Billed the account on NOV 8 2017, there is no charge generated in case of PS8. In case of PS17, charge is generated.
EXPECTED BEHAVIOR
Cycle arrear fee should not applied after setting the end date as 1 month
