Error: "Failed Deploying Updated Components: Deployment Failed." While Applying the P6 EPPM Patch Set Using the Patching Utility (Doc ID 2397195.1)

When attempting to apply a P6 EPPM patch using the Patch Utility the following error occurs:


Failed deploying updated components: Deployment Failed.
Please check the logs. Failed rolling back deployments to earlier version: Undeploy Failed.
Please check the logs(Rollback).

The following error is noted in the install.log file:
com.primavera.PhoenixException: Unable to determine PUBUSER password:com.primavera.PhoenixException:Unable to determine PUBUSER password
