SGG Landis+Gyr event payload records stuck in JMS queue when testing L+G event payload file. The processing statistics show that the record has been processed. However, no device events are created and the device event message is stuck in the JMS DestiationQueue-D3.

Using the D1-DeviceEventSeeder web service and pasting the message from the queue using SoapUI to test, the response shows error "Date/Time conversion XSD_TO_OUAF error: Invalid format:"
