Wrong Sequential Discount Applied in Case of In-advance Charge

Symptoms
On : 7.5.0.15.0 version, Pipeline Manager
Consider the below scenario with bill in-advance 3 months.
There are 2 sequential discounts: fixed discount (credit amount $100) with higher priority, and a full 100% discount. Monthly cycle product charge of $599 with 3 months in-advance.
For in-advance billing, 2 cycle events were generated:
1. Feb 6 - Mar 1 for the first month
2. Mar 1 - Jun 1 for the in-advance period
Enabled prorated fixed discount in Realtime Pipeline, this is how discounts apply:
For event 1 - 1 cycle_forward (Feb 6 - Mar 1) created, prorated scale (Feb 6 - Mar 1), discounts applied -82.14, -409.9 => 492.04
For event 2 - 1 cycle_forward (Mar 1 - Jun 1) created, prorated scale (Mar 6 - Jun 1), discount applied -283.7. No prorated percent discount for the period (Mar 1 - Mar 6).
ACTUAL BEHAVIOR

The sequential discount is not applied correctly.
EXPECTED BEHAVIOR

Expect 3 month in-advance total charge after discount: $1415.64
Reverse $300 fixed discount that was created for in-advance period (Mar 1 - Jun 1)

-$81.36 (prorated period 1 Mar - 6 Mar)
-$283.7 (prorated period 7 Mar - 31 May)

STEPS

The issue can be reproduced with the following steps:
1. Enable <SequentialCycleDiscounting> in the /config/business_params object.
2. Create 2 discounts: a percent discount, and a fixed discount.
3. Create product with 3 month in-advance.
4. Create account (Feb 1), and purchase above plan a couple of days later (Feb 6), set the cycle dates for the discounts in the future like 6 months (Aug 1).
5. Change cycle date of fixed discount to current date (Feb 6).
6. Change cycle date of percent discount to current date (Feb 6).
