High Level Messages Sent from Custom Adapter do not Reach NMS Clients

On : 22.214.171.124.43 version, Web Workspace
The customer has a custom SCADA adapter that sends a high level message to the NMS clients indicating whether the SCADA system is up or down.
They have configured an indicator in web workspace that shows red if the SCADA system is down, and green if the SCADA system is up.
The SCADA indicator on the NMS screen is red instead of green, even though the interface is working
