Symptoms
RNI file uploaded with 25 intervals for a 60-minute interval meter. IMD created only considers the first 24 intervals and ignores the 25th interval. No overcount error detected. Instead expected result is that the IMD should result in an overcount seeder error due to the extra interval. IMD is created in Pending state instead of Seeder Error due to overcount error
