Important v2.3.0.1/v2.3.0.2 Scheduler Patch For 'Segmentation fault' Scheduler Crash And Other Bugs

Symptoms
On : 2.3.0.1.0 version, Database
MWM's batch jobs seem to be crashing which effectively kills all timed batch jobs, including the scheduler batch, so we can't do anything on the MWM system. The system is essentially down. If we restart MWM the problem comes back within a very short time (1 hour or so or less). Any batch related to the scheduler like the scheduler batch or appointment booking is in the error state. All the "usual" timed batch jobs seem to be running fine.
TPW Logs report:
Once we see this message our scheduler shuts down and so do all of our timed batches.
This is a critical problem because it takes down MWM.
