EDD - Constrained Without Detailed Scheduling Plan Fails In Memory Based Planner with Infeasible!! and Program exited with status 1 (Doc ID 2419581.1)

Symptoms

On :  12.2.4 version, Constrained plan in PROD:

Users are on 12.2.4 and have applied VCP Cum Patch 12.2.4.1 - 19549533 - They are using 64 bit Linux for MBP and Snapshot. They are using the following file versions from one off patch 27137192

MSONWL64.ppc 120.15.12020000.58.1220402.6
MSCNPL64.ppc 120.11.12020000.11.1202040.34

Please note users have many beta fixes in Test but they are NOT in PROD at this time so the patching level above should be what they are currently using in PROD

Key profiles
MSO: Simplex Feasibility Tolerance is NULL
MSO: Simplex Optimality Tolerance is NULL

Users are running an EDD Constrained without detailed scheduling plan - it is an MPS/Production type plan. However it is failing in MSONWL64 module: Memory Based Planner 64-bit Linux fails in just under 4 minutes with the following error

2. Plan fails in MSONWL64 with status 1
