Goal

Scenario :
-------------------
* One is implementing fixed discounts in the pdc system
* As part of this, it is necessary to publish new fixed discounts using XML to the PDC web service.
* Created a fixed discount using PDC UI and compared the PDC XML for percent and fixed discount. It was found that the FIXED discount xml file has these extra tags:

<incrementStep>0</incrementStep>
<prorateLastIncrementStep>true</prorateLastIncrementStep>
