ACTUAL BEHAVIOR

New LOV on Expenses window opens blank
We are trying to add a new LOV on Merchant Name field in Expense Reports window.
We created a new value set and defined the form rule as described in attached screenshots.
The first time we open the LOV, it appears blank (there is no values in the list), then we close LOV window and try to reopen the LOV, the values we want appears in the list.
The question is; why the list shows nothing when we click it the first time?

1. Create a Form rule to customize the LOV
