ECO Affected Items Tab Has Attachments Field Has Dot Without Redline Attachment (Doc ID 2434413.1)

Symptoms

ACTUAL BEHAVIOR
On ECO Affected Items tab, Item record Has Attachment icon checked but no Attachment present in Redine

EXPECTED BEHAVIOR
If no Attachment present in Redline, ECO Affected Items tab, Item record Has Attachment icon should not be displayed

FACT
Averify was run but did not detect any TYPE E or C record

STEPS
The issue can be reproduced at will with the following steps:
1. Login to Web Client
2. Go to issue occurring ECO
3. Go to Affected Items tab
4. Select Item row
5. Go to Redline Attachments tab
