Watchdog Loses Communication With Idsinstance.exe

We have had a few network outages in the last few weeks. When this happens we are noticing that watchdog will lose communication with idsinstance.exe. Not all of them will have this happen. We find that https://support.us.oracle.com/oip/faces/secure/srm/images/requiredicon.gif there will be a log statement such as :
2017.12.22 07:00:01.452 ERROR [IDS-1-DocumentServer-main]: There is an instance already running!
