TD-NCDEX Job Is Not Creating New TO DO If A Completed TO DO Exists For Same Account (Doc ID 2446070.1)

Symptoms

On : CCB 2.4.0.3.0 version, TD - To Do

TD-NCDEX creates a TO DO before X number of days of expiration
Based on TO DO, CSR is extending the NCD End date and completing the TO DO.
And when the extended date comes, TD-NCDEX is not creating another TO DO as logic checking for existing TO DO is checking for Completed TO DO also.

ACTUAL BEHAVIOR

TD-NCDEX job is not creating new TO DO if a completed TO DO exists for same account


EXPECTED BEHAVIOR
-----------------------
In Account life for X number of years, customers might create NCDs multiple times or extend the NCD end date.
As per existing logic it suggests that Account can have only one NCD setup with One time expiration in complete life of the Account. If a new NCD is setup after X number of years then that is not going to work as per expected behavior.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run TD-NCDEX with a parameter of 2 days before end date.
2. Extend the NCD End date and completing the TO DO
3. When the extended date comes, TD-NCDEX is not creating another TO DO

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
If a new NCD is setup after X number of years then that is not going to work as per expected behavior.
