Applications Tab Does Not Appear After Clone from Lower Environment - No Decryption Issue

Symptoms
On OFSAA 8.0.5, the Applications tab is missing after OFS PFT 805 cloning from lower environment.
The SMSService.log has the following errors:

However, all values seem to decrpyt using the AESCryptKey.ext file without issue using the in the following tables:
CONFIGURATION
CSSMS_USR_PROFILE
CSSMS_USR_PROFILE_UNAUTH
DB_MASTER
AAI_DB_AUTH_ALIAS
AAI_APP_PACK_AUDIT_TRAIL
The issue can be reproduced at will with the following steps:
1. Clone from lower environment
2. Login to OFSAA
