AG Services Fails While Generating PMDA R3 Report With Attachment (Doc ID 2447626.1)

Symptoms

The following error is occurring and visible from the Report Details screen on an R3 report.

The issue can be reproduced at will with the following steps.
1. Configure R3 destination and select an attachment type and auto-distribute.
2. Place this type of attachment in a case.
3. Generate report and wait for E2B Transmit AGService to pick up case.
