Job Booking Failure Due To Cost Allocation Too High (Doc ID 2451331.1)

Symptoms

While doing calendar availability, there are positive cost slots returned by scheduler. But when trying to book that slot it gives error

Conditional assignment for job failed: stopLate cost of allocation too high;

In one case, a few slots are returned with a cost of ~11k from the Appointment Booking Request.  When the stop is booked it fails with a cost of 743770 due to elevated reserve capacity.
