Why does the order of the values from SERIOUSNESS in a CIOMS II line listing not match the order of the seriousness component of the "Event Verbatim (Ser/UL/Causal)" column?

For example:

For some cases having multiple events in them, the following is seen:

  S/U/R
Event 1 Y/N/Y
Event 2 N/Y/Y
Event 3 Y/Y/Y

While the order from Event Seriousness is: No,Yes,Yes

The expected values in Seriousness are "Yes, No, Yes", not "No, Yes, Yes".
