OCOMC Not Processing Some Pending Files In Output/input Directories

Goal
On : 6.0.0.3.0 version, NM Core
There are some unprocessed files in the input / output directories. After restarting OCOMC ,the new files were getting processed without issues , however OCOMC is not processing the pending files.
Questions:
1. Why those files were not processed by OCOMC ? In some output / input directories found some .archlck files. ( example: 0_1bqr85p-16it-6_Jun_5__2018_12_12_04_524_1388b525-1222-4b1c-ab0c-09fb07c101e4.archlck)
They are NAR files. Do we need to rename them to .arch file extension ? why some file are using this extension ?
2. Can these(.archlck) files be deleted?
