Build Container Feature Does Not Allow To Add Containers With Same C/S/R but Different EXPEDITE_FLAG

Symptoms
On RWMS 16.0.1 version, Following error is encountered when building a container with different expedite configuration, although they have same Carrier/Service/Routes (C/S/R):
Error:
English: Carrier/Service/Routes are not equal.
Spanish: Transportista/servicio/rutas no son iguales.
Steps to Reproduce:
1. Perform Picking for Allocation with STOCK_ALLOCATION.EXPEDITE_FLAG=N - Store 1, Container A/B.
2. Perform Picking for Allocation with STOCK_ALLOCATION.EXPEDITE_FLAG=Y - Store 1, Container C.
3. When picking is finished, create Master container Z to group container A and B (both containers have expedite flag = N), and same store 1 and route.
4. Add container C to the master container Z, observe the error.
