Symptoms

MDM Actvity Expiration Errors Calculate from FA Create Date/Time Instead of FA Schedule Date/Time

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter an activity with an expiration in its lifecycle

2. Make sure the created date is different than the schedule date.

3. Wait for the activity to expire.

4. Notice the expiration date/time was calculated from the created date.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
The expiration is based on the time the activity was entered into the system, not the time it is scheduled to be effective.  This is wrong for the customer's business processing.
