Pin_bill_accts -pay_type 10007 Runs Slower on PS20 Than on PS12 (Doc ID 2460701.1)

Scenario :

After upgrading from Billing and Revenue Management (BRM) 7.5 PatchSet (PS) 12 to 7.5 PS 20, running billing with command "pin_bill_accts -pay_type 10007" is considerably slower than on 7.5 PS 12 (almost 46% performance declined).
On analyzing the Automatic Workload Repository (AWR) reports and the costliest SQL statement, it is observed that there is different execution plan for the SQL statement between PS12 and PS20.
The execution plan in PS20 uses index I_EVENT_BILLING_PROD_OBJ__ID which does not exist in PS12 environment.
After dropping this index in PS20, "pin_bill_accts -pay_type 10007" performance is comparable with that in PS12
