Symptoms
Issue is that, cancellation charges are not applied correctly for product with cycle arrear event and cancel fee event with multiple tiers.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Purchased a deal like "ArrearRental" with product having cycle arrear event and cancel fee event with multiple tiers.
2. After running multiple bills on account, its resource counter value is 10.
3. Cancel the deal, cancellation charges are applied from first tier even though resource counter value falls in the second tier.
Example : In cancel fee event, tier ranges are :
Tier Charge Charge applied after cancellation
0-6 800 800
6-12 600 800
ACTUAL BEHAVIOR

cancellation charges are applied from first tier even though resource counter value falls in the second tier.
EXPECTED BEHAVIOR
-----------------------
After cancellation, resource counter value falls in second tier. So cancellation charge should be applied as per the second tier, so 600 in this example
