Not Able To Propagate Messages On Advanced Queue(AQ) (Doc ID 2467787.1)

Goal

The user is able to place the messages in the source Advanced AQ (on BRM), but the messages are NOT propagated to Destination AQ (On EBS). Due to this issue, the user is not able to post the revenue from BRM to Accounting System/OracleFinancials.

The same PSU patch has been applied on other Databases where other BRM instances were running and AQ message propagation is working fine on other systems, and the user has created the queue several times before on several instances without issues. After the message is in the Queue, normally in few seconds, that message is pushed to other Queue.

But now, the message exists in the Queue all the time and other system is not seeing this message in their queue. Also, the PROCESS_NAME is empty which is the propagation scheduler.

From below query output, the observation is the Queue Scheduler Job on DB seems to be not running.
