Getting Error "Tokenization Not Enabled" Even When Token is not Enabled (Doc ID 2473359.1)

Symptoms

Tokenization is not enabled in BRM, it is set to "- dm_fusa cc_token_enabled 0", however it is still throwing error "Tokenization not enabled." when processing credit card payment.

Create a credit card account and process billing for the account, see the error in dm_fusa.pinlog:
