NMS Locks Up after Calling "UpdateDDS -recacheMeasures"

Symptoms
As part of the post-build process, a custom script updates the SCADA_MEASUREMENTS_ST table and then makes a call to "UpdateDDS -recacheMeasures".
This process results in JMService spending 20 minutes updating the DIGITAL_MEASUREMENTS table.
(It is worth mentioning that JMService does this same process at each startup, and the log shows that it successfully completed the reload of the DIGITAL_MEASUREMENTS table in less than 2 minutes.)
A 'cmd snapshot' confirmed that JMService was waiting for its query that joins the DIGITAL_MEASUREMENTS, NETWORK_COMPONENTS and NETWORK_NODES tables to return.
