On : 2.3.0.1.0 version, Admin Setup

ACTUAL BEHAVIOR
---------------
Cannot Cancel a complex activity from the host

Manual cancel works fine but, when attempting to cancel a complex activity by sending down a M2-FinalizeUtilityActByHost transaction from the host the customer gets an error message that host external ID that I passed in does not correspond to an activity. See XML transaction below:
