Error ORA-12505, TNS:listener does not currently know of SID given in connect descriptor during Installation of OPA with Oracle RAC (Doc ID 2480596.1)

Symptoms

 OPA 12.2.10 Installation fails with the below error when the Oracle Database is on Oracle RAC

Error creating OPA database. Error creating database Connection failure. SQL error occurred: Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Action: Create Database
2. Deployment Name: opa1
3. Database Type: oracle
4. Database url:oracledbserver.<DOMAIN_NAME>:portno:database identifier
5. Database connection user: opauser
6. OPA Hub Admin user password: specified
