Symptoms

The startOrderByKeyRequest XML API allowed user to finish order when the System Preference "Finish Order Without a Product Preference" is set to 'N'.

Treeview Location: Service Request>Product Service Request - PSR

Type: System

Options:

    N (default)  Users cannot finish an order without assigning a product.
    Y                Users can finish an order without assigning a product.
