Bill Not Generated If Program Name Is Other Than Pin_bill_accts

Symptoms
On : 7.5.0.21.0 version, Core Billing
When running make_bill from testnap, the program_name should always be 'pin_bill_accts'.
But, when program name is not "pin_bill_accts", a call to make_bill was finalizing the billing in the 2nd run.

1. Account created on 2018-01-15
2. Ran billing with Program Names as Customer Center on 2018-02-15
