New User Groups From MDM 2.2 SP2 Does Not Exist In MDM 2.2 SP3 Initial/Upgraded Version

Goal
New User Groups from MDM 2.2 SP2 does not exist in MDM 2.2 SP3 Initial/Upgraded version
tried upgrading MDM version from 2.1 SP3 to 2.2 SP3, and just found that the following user groups which were present if upgrade to 2.2 SP2 does not exist anymore in SP3 version:
- MDM_BATCH
- MDM_SERVICES
- MTR_COMMON_BATCH
- MTR_COMMON_SERVICES
Checked the initial install version as well, and these User Groups are not present. However, when checked the Sandbox environment of MDM 2.2 SP3, found that these user groups exist.
Assuming that the database installed in sandbox environment is DEMO version, are we correct?
Just confirm if this change is really intended, and these user groups should really not exist if upgrade from 2.1 SP3 to to 2.2 SP3 ?
