Post Installation Step Failed With Error For Patch 27331325 (Doc ID 2495724.1)

Symptoms

On Oracle Communications Pricing Design Center(PDC), 11.1.0.10.0 version, Installer

The user is upgrading PDC from PDC 11.1.0 PS8 to 11.1.0 PS10 and from there to 10.4.

As a part of this, they have installed <Patch 27331325> and during post installation steps, they are getting the below error:

The issue can be reproduced at will with the following steps:

After installation of Patch <27331325>, run the below Post Installation step:
 
1) sqlplus pdc_user/pdc_password@DB_ALIAS
2) SQL> @BranchBEData.sql
