ITEM_EXPORT_STG And VAT_ITEM Is Getting Inserted With Extra Records

Symptoms
In Retail Merchandising System (RMS), ITEM_EXPORT_STG and VAT_ITEM is getting inserted with rejected records while using Item List functionality.
Steps to Reproduce:
1. Create two items.
a) one item having vat region 1000 and VAT_TYPE='B' record for vdate+1.
b) another item is not assigned with any vdate+1 record in VAT_ITEM.
2. Create an item list with these two items.
3. Use the item list to update vat for vat region 1000 for vdate+1.
4. Check MC_REJECTIONS, 1st item (for which vdate+1 record already exist) got rejected. for 2nd item there is no entry in MC_REJECTIONS.
5. However, 2nd item has not got inserted with vdate+1 record in VAT_ITEM and ITEM_EXPORT_STG tables.
