FTP Process Fails With ORA- 00001: unique constraint (PK_FSI_PROCESS_NODE_HEADER) violated ORA- 06512: at "CREATE_NEW_MAP_HEADER" Error (Doc ID 2506908.1)

On FTP 8.0.6, FTP process is failing with the following error:

Statement: declare begin validate_node_map(211841.000000, 4);

The records are missing from the FSI_PROCESS_NODE_HEADER table but the 211841 process does not have a corresponding record on that table. We have tried to save the TP rule again and the issue still remains. Same issue occurs in another environment when creating a brand new transfer pricing rule.

The issue can be reproduced at will with the following steps:
1. Run monthly production FTP process.
