After API Creation And Subscription, Getting Error - "No Actions Found For This Api" In Log (Doc ID 2510952.1)

Symptoms

On  7.0.0 version API Management Portal, after API creation and subscription is performed, the following error is received in log - "No actions found for this api".  In SOAP UI, see error response below:

This error is coming in both cases WITH and WITHOUT groovy script.
