Goal

What is expected behavior of groupable non-outage?

A trouble code has been created as a groupable non-outage. It has been found that these calls group upstream to outages regardless of groupOutageMaxAge and openGroupThreshold settings, that is, the groupable non-outage calls from weeks past will group to a new recent upstream device outage (potentially high up in the network).

The documentation on groupOutageMaxAge and other grouping rules do not discuss their behavior in relation to non-outage calls.
