ORA-12154 TNS Error While LogIn to tbs_utils (Doc ID 2527828.1)

Symptoms

On : 6.3.0 version, Utilities
================= 

The user is not able to Log in to tbs_utils.exe .

 Additional Info :

 DB is (rack of 3) and client (on app server) are residing on different machines in the same network.
 


ERROR

"ORA-12154 :"TNS could not resolve the connection identifier specified .""



STEPS
------- 
The issue was reproduced using the following steps in the problematic environment :

1-Locate the tbs_utis.exe file .
2-Double click open it .
3-Provide user-id and pass word .Select the Database.
