Error 'Connection refused: connect' When Validating the Email Statusing Service

When attempting to verify the Email Statusing Service, the following error occurs.
2019-04-03 14:30:01,022 ERROR --> Error while trying to load messages: Couldn't
connect to host, port: <subdomain name>.<domain name>.com, 993; timeout -1
com.sun.mail.util.MailConnectException: Couldn't connect to host, port: <subdomain name>.
<domain name>.com, 993; timeout -1;
nested exception is:
java.net.ConnectException: Connection refused: connect
The issue can be reproduced at will using the following steps:
- Follow the instructions in the System Administrator's Guide to configure the Email Statusing Service.
- Test the connection using the run.bat script.
- Observe the reported error.
