Offline Object Migration Export / Import Not Working for T2T and PLC After 8.0.6 (Doc ID 2534280.1)

Symptoms

On Oracle Financial Services Analytical Applications Infrastructure (OFSAA)) 8.0.6 and higher, when attempting to export T2T Data Mapping definitions using the Offline / Command Line Object Migration, the export runs successfully.  However, when you check the DMP file in $FIC_HOME/utility/Migration/metadata/archive, the file is small (3 KB to 5 KB) and, if you extract the files from the DMP, you cannot find the export of the T2T definition.  The DMP file is empty.

If you run the same export from the user interface in Object Migration > Export Objects, the DMP file is created successfully and is much larger in size.  You do not understand why the command line option does not create the same type of DMP file.

A similar issue occurs when you do an export of a Post Load Change (PLC) definition.  The definition is not exported to the DMP file.
