Symptoms
In Oracle Financial Services Profitability Management (PFT) 8.0.3, when attempting to complete a Batch for month-end processing, there is a slow running Dynamic Driver Allocation that takes data from Management Ledger and distributes it to an instrument table using a transaction table as the driver. The process has been running for a long time and does not complete.
The Allocation has a setup similar to the one below:

Target: FSI_D_OTHER_SERVICES
Reviewing the Execution Plan of the Allocation, it is doing a full table scan against FSI_D_OTHER_SERVICES and FSI_D_OTHER_SERVICES_TXNS:

TABLE ACCESS STORAGE FULL FSI_D_OTHER_SERVICES
