Bug 28590031 - The element <activesubstancename> has no data for blinded study products in legacy cases

After an upgrade from Argus Safety version 7.x to 8.x, when E2B EMA (R2) report  is generated for an existing case that included a blinded study product, an error message is displayed indicating that  Ingredients data was missing for some of the Products.
