Pipeline Tables Not Updated When Importing Xml With Multi-Currency Charge Offer in PDC (Doc ID 2545123.1)

Symptoms

On : PDC 12.0.0.0.0 version, Import Export Utility

When importing in Pricing Design Center (PDC) a new (non-existing) charge offer which is configured to have multiple currencies for the same event, all the logs are reporting success but there are no entries in pipeline database tables like ifw_rateplan, ifw_pricemodel etc
Also, when trying to import an updated XML for an existing charge offer, which is adding a 2nd and 3rd currency, only the entries for the existing currency are present in ifw_pricemdl_step table.

EXPECTED BEHAVIOR

pipeline database tables should be populated with entries for all the currencies configured

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create an XML file for a new (non-existing) charge offer which is configured to have multiple currencies for the same event
2. import this file in PDC

Note: Environment is a non-ECE(Elastic Charging Engine) environment, where Pipeline Manager is used for batch and realtime charging.
